Default upside-down U-shaped aluminium/aluminum down and top tube

The other day I saw something new, a Monark bike, an
aluminium frame only the tubes were oval. I thought,
as this was an expensive black commuter bike with
a Shimano hub dynamo light and all that, "surely they
aren't aero on a bike like this", and felt the tubes,
and I noticed that underneath both the top and down
tube was an inward turn, with space enough for my
fingertips to get in.

The shape was that of an upside-down letter U for both
tubes - they looked the same in that sense, but had
different sizes.

Anyone has a name for this and/or can figure out what
purpose it might serve? Because it isn't even visible
from the outside it can't be cosmetical, at least.
