Stupid question:

In general, if you are building an MTB/rough surface bike where
you will be sitting in a more upright position but you are
sticking with a 700c wheel... does the frame need to get a couple
inches smaller ? Am I totally whacked to do this on 700c wheels or
am I just into Sheldon territory ?

Mountain bike guys call an MTB with 700c wheels a "29er."

Mostly you're better off with more standover height on an off-road bike, since
whenever you stop or catch a fall you'll probably be on uneven and/or loose
ground.

Anyway, nothing all that weird about using the larger wheel for offroad. You'll
find plenty of suitable tires, wheelsets and frames for the job.

What've you got in mind?
