I cannot quite believe this.

Are the cyclists in Cambridge really this "type"?

I am sure there is absolutely no possibility that someone named "Rad
Wagon" could be taking the **** here.

....though he must have, surely?

As a name, it's right up there with "Jason Kitcat".

Last year we visited Bishop's Castle which had been Yarn Bombed by a
group of bored ladies of uncertain age known locally as the
'Knitwits'. Some of it was quite creative.
