On the third page, featuring a picture of Tullio Campagnolo standing
behind a bicycle's rear wheel, there are three levers on the seat
stay, two high on the stay and one low down. *What did each lever do?

Cambio corsa groupset. One of the upper levers is QR that releases
the rear wheel, the other moves the lower thingy, which you describe
as a lever, which is actually around the chain and the lever moves the
chain to another cog.
