Default More wanton and furious driving

Was it the cyclist's fault for undertaking in a zig-zag, bearing in mind there was a clearly marked cycle lane.
Or was it the pedestrians fault for walking in to the path of moving traffic without a helmet?

Looks like a setup. Three cyclists took avoiding action. But cyclists
don't pass a test so don't know what a brake does or how to use it. The
rider with camera has dropped bars so wouldn't normally be looking. The
video has been doctored to show a green traffic light.
