Default Wintertime attire for me?

I have hip bursitis and,since I am limited walking too long a distance,
I have has been bicycle riding the last 3 years in warmer weather to
keep my weight under control. However, I have never been successful
riding when the temps are less than 55 F. I blame it on my attire as I
wear a cotton t-shirt, sometimes with a springtime jacket over it, and
nylon shorts at 55 and above.

However, this year I am concerned as I gained more weight than I wanted
to over the winter and I want to try riding now. That is, if I can find
the proper attire.

My winter temps have been ranging from 20- 40 F. Whatever attire I
would need would have to shield me in this range.

So, I turn to this forum for suggestions. I am on a limited budget, but
what are some suggestions for the proper attire riding a hybrid bike on
back country roads (~11-13 mph) for 1.5 hours with the aforementioned
temps? Links to clothing suggestions on Amazon and others would be
greatly appreciated. I normally wear an XL size t-shirt and shorts.

I find that my face and hands get coldest, so invest in some decent gloves
and a snood or balaclava. Tops and shorts on a budget - I wouldn't invest
in cycling-specific gear, just layer up and take a small rucksack so you
can remove or add layers as and when needed. At 12mph you'll be generating
a fair amount of heat.
Other than that, if your feet get cold you'll benefit from thermal socks.
