Default Dog owner fined after attack on cyclist

It doesn't. But we already know that normal humans already hate cyclists, so
that only leaves the dog, doesn't it?i

You must have heard that dog owners often swear that their pets are good
judges of character.

Shame. Obviously the dog was worth more to his country than the cowardly
cyclist.
