I want to buy a bike frame to build a decent road bike but I don't
have a $1000 to spend on a frame as the bicycle stores are quoting me.
Is there a shop on line the someone would know of that sells new or
used 3 or 4 pound frames for an affordable price?

Try Nashbar Bike... they often have great road frames priced low.
ebay has great offers from several sellers - IF you know what you are
looking for and looking at.
Try to test ride several makes and models to get a feel for preference to
steel, aluminum, or other geometry and sizes. Knowledge is power when buying
on line.
