I do not thing any significant portion of it could be done in a mere 15 years without both of those factors being present; they're essentially proposing to reinvent their society's transportation, energy production and chemical industries, replacing huge amounts of infrastructure in the process, in far less time than it would otherwise have been obsoleted.
