Nonsense.

Drivers have to have a driving licence, to have passed a test and to not
have been disqualified from driving, as well as to satisfy certain other
legal requirements.

Those who cannot meet any combination of those requirements are
cyclists, fully-qualified.

In the eyes of the law, which is all that matters, a person caught driving a motor vehicle illegally is charged for *motoring* offences and their licence, whether it is current or not, gets endorsed and they are fined accordingly.

"Cycling offences" (whatever they are) are not applicable at all for criminal drivers of motor vehicles and it is pure nonsense to suggest that they do.
