I have no problem with this but I suspect motorists will. What about zero CO2 emitters like electric cars? All roads not maintained by the Highways Agency (which cyclists don't use) are maintained by council tax. Non-highways are maintained by the local council but almost all the funding for this comes from central government. Cyclists thus have to contribute to repairing the potholes they don't make. |

Not Pamela's best ever phrasing, but it was clear that the term meant roads not within the bailiwick of the Highways Agency (or Highways England, or whatever else it is now called). In other words, roads where maintenance is left entirely up to the whims and discretion of the local authority. |
