Default wrong type brake pads?

Often I see an incorrect type of brake pads on
the front wheel (well, those bike typically
don't have a hand brake for the back wheel).

Probably the everyday guy isn't aware there are
different types, so when he enters the store,
first pair of pads he spots, are what ends up
to the rim.

What's the common knowledge to this? Is there
some combination that absolutely won't go?

Must of it has looked OK to me.
