laid???

Al frame. Possibly Al fork, otherwise CroMo or manganese steel unicrown
fork. Double eyelets front and rear -- might add five or ten bucks to
the build price, but will increase appeal to utility users and those
USING the util argument to keep from getting saddled with the ol Huffy.
Remember, these may be taking racks OR baskets AND/OR fenders fore and
aft.

Drivetrain is a toughie. Sturmey-Archer (now of Taiwan) has 8 speed,
five speed and three speed hubs. SRAM has some internal shifting front
chainring thing (three speed). Either a straight 5 speed rear hub or 5
rear/3 front internal system could work. If not going with the SRAM
front, then a Sugino commuter single speed front, one where the
chainring can be changed (any of those with 110mm bcd to give a 53
tooth top to 34 tooth bottom for local geography mods).

If not internal, then derailler. A single seven speed rear MIGHT be
possible (the Raleigh Venture and some others in that class/price range
do well with the Shimano MegaRange 7 cog 11-34 freewheel (not a
cassette)), again with a cheap, hardy Sugino commuter class crank (one,
two, maybe three rings). In extreme cheap mode, Wald has an ashtabula
triple crank, I think. Shifters? Numbers-only Shimano, or SunRace.
Maybe SunRace with SunRace friction thumbshifters on the bar.

Brakes? Cheap short cantis -- brake pad replacement/inspection will
induce owners to visit the LBS or campus bike shop. And maybe get a
water bottle and cage.

Don't know about one or two cage boss assortments.

Handlebars: Drop? Northroads? Flatbar?

Wheels/Tires: Aluminum rims, 32 or 36 hole, either MTB 26" (559mm) or
roadbikey 700c (622mm) -- but relatively wide, the both of them. Say,
32mm or 1.4". Again, the idea is to induce going to the LBS for spares.
Tubes: Schraeder. Gives those on other road bikes something to sneer
at, and I've seen Presta valves kill a bike purchase (and I don't even
work at a LBS). LOVE to suggest 650B tires, but THIS target market,
with heavy parent input, is one where "you can get a new tire or tube
at ANY bike shop" is important.

(not-sexy) ones who drive the sexy cars.
