That is not a legal refereance at all. The man said "handy resource", not legal reference. However, he does quote the applicable state and city statutes. So where's the problem? =v= The problem is a cowardly anonymous troll who's not really interested in productive or accurate discussion. But thank you for pointing that out. =v= The document is exactly what it says it is: a FAQ, based on actual frequently-asked questions. It has links to online legal documents and a bit of an explanation (with footnotes) about the complicated interaction of state and city laws. =v= The explanation was necessary because it's not spelled out in the laws. If it's a legal reference you're looking for, you can slog through the briefs from last December's federal case. There's a link to a site with a bunch of PDFs on this page: http://www.times-up.org/legal_newswire.php (Near the bottom, next to the 11/2/2004 entry.) This is where the explanation came from, and the city conceded in that case that certain state laws that they were trying to enforce were not applicable in the city.
