Why is Horner helping Rodgers ?

From what I could see, Rogers did most of the work, but Horner took pulls
also.
It was in his own interest to go full out (not necessarily "help Rogers").
He was taking time out of Ullrich and McGee who were above him on the GC,
but behind him on the road.

this happens? Piepoli, and maybe a bit of payback since aparently

Where they were in the race at the time of Rodger's conversation with Horner
that (your explanation) was a done deal! Piepoli was there and was already
in that position (virtually) on the road. There was a deal made between
Horner/Rodger's at that point......

No deal needed. Horner was riding for himself, to take time out of Ullrich
and McGee who were ahead of him in the GC and behind him on the road.
