Default Another reply from the minister

I have had another reply on the proposed Highway Code changes from my MP
Tom Harris, who also happens to the minister in charge. His reply raises
some questions.

His letter (dated 13/06/07) states that the government is seeking
comments from "key stakeholders" on the latest versions of clauses 61
and 63. The letter gives a cut-off date for comments of 12/06/07.

The letter then goes on to say that the "proposed changes have to be
laid before Parliament 40 days before they can come into effect. In
order for this period to be completed before the summer recess these
changes will have to be laid by 15 June".

Did I miss something? Was the Highway Code laid before Parliament on or
before the 15th? If not, will it now be delayed until the autumn?

Anyone?
