That was my problem for a while. Solve the problem by using momentum for the flip at first. Committing goes without saying though. You are either pulling up on the saddle too hard to flip, or you are using only weight to flip the cranks. You need an even combination of the two. Get a few normal speeded revs in, and don't slow down before the flip. Just push a little bit, pull up slightly to get the height, and let the momentum do the rest.
