The 10th amendment to the US constitution reserved all power not
specifically granted the federal government to the States.

The power struggle continued after the Civil War. The Pullman Strike
of 1894 again brought the states rights vs federal intervention issue
to the foreground:

President Grover Cleveland wanted to end the strike by bringing in
federal troops. Governor John Altgeld declared that he could handle
things. Federal versus State again[1].

The issue continues to appear. Revenue sharing with the States was
considered federal extortion by many. Cooperate or get no federal
money. Federal funding of education is still an active issue and

The State run electoral college system managed to elect Trump despite
him losing the popular vote.

And so on... Most of these conflicting fed versus State issues have
been somewhat settled by compromises hammered out by congress and the
supreme court. Hopefully, these conflicting issues will continue to
be peacefully and individually addressed, rather than all at once as
in our Civil War, where every possible issue and grievance were
violently contested.

There are many layers of analyses, these being a nested
series of different problems.

For example, Mayor Munchkin who regularly demeans her police
force, sent bicycle patrolmen to guard a statue against a
