how do you clean tandem timing chains?

Exactly so.

It may appear that the chain is tight, but it will come off easily in

yes, i know you can loosen the timing chain by fiddling with the
eccentric. is this the only way? this seems to be too much trouble.

Doesn't anyone make an old style 3 piece link for 3/32" chains? You
don't need slack to install one of those.
