Looking for something new or used.
Size 17 ctc or so with a 23.5ish top tube

Single speed or geared frame will work.

If you are specifically looking for a steel frame, take a look at
Nashbar. They are selling (dumping?) their steel MTB frames which do
come in a 17" size for 40 bucks.
