Those are the chain-tension arms for early derailleurs.

In 1939, derailleurs hadn't settled down to the modern slant
parallelogram with the double-jointed arm.

The front tension arm isn't visible in these two photos, but the chain

Again, not visible, but the chain angle shows it on the right-hand
bike, while the left-hand bike uses the strange new Cambio Corsa,

Actually, you _can_ see the tension arm--look at the reflection on the
wet road.

It's a good example of how frustrating it can be to look for equipment
details in old photos--whatever you're looking for is usually blurred,
obscured by the rider's foot, or on the other side of the bike.

I defo don't want toeclips so thats out. I reckon should be fine, although
I'm trying to determine whether the eyelets will make it more so. As far as
I can see getting your foot free from straps is straight forward.

further insight,
the power grip pedal strap seems to be attached to the pedal via, a steal
plate attached by 2 screws that connect it where the reflector would screw
into the pedal.
On the nashbar website it lists the "more info"
HARDWARE. LENGTH--------11 3/4 IN. WIDTH---------1 1/4 IN.
MATERIALS-----ELASTOMERIC POLYMER LAMINATE HARDWARE------STAINLESS STEEL
USED ON-------TRADITIONAL CLIP AND STRAP PEDALS. ROAD AND ATB. 060898TS
My thought is that being 11 3/4 inches you measure your foot in the pedal
and cut the rest away. I see there is small holes that adjust in what looks
like 1/2 inch increments.
It says elastomeric polymer laminate, you can look that up on the internet.
I think it looks like it has something laminated in the strap to keep it
looped in an arch so that you can get your foot into the strap(crush
proof).
