Default CTC Supports Reducing Speed Limits to Discourage Motoring

Unsurprisingly. See this page about the laughably named "Slower Speeds
Initiative":

The group advocates "lower and better enforced speed limits, including
on high quality roads, where 'by discouraging longer journeys they would
help to restrain traffic growth and improve the competitiveness of
public transport for longer journeys'." So the aim is not "road
safety", it's the often conflicting aim of discouraging driving.

And the CTC (Cyclists' Touring Club) founded the SSI. They, and their
supporters, are a bunch of lunatic fringe car-haters.
