Most of the higher priced panniers like ortleib & Dueter have adjustable
sliding hooks that can adjust to be positioned anywhere along the rack
whether it's towards the rear for better pedaling clearance or towards the
front to stop steering to be so light and give better balance.

Not sure of the mounting points on the cheaper panniers.

I just bought a new Fuji Touring bike and it came with a decent rack but not
sure if it will stand up to the constant loading weights of full panniers
over a long distance tour, I'm just wondering if I'll ever get to find out.
There are some good strong racks about though that a most panniers will
adapt to.

Check out my mate Den at Hellorider.com He's doing a lap of th
country on a Fuji bought in Sydney in April. Not using the rack tha
came with the bike though - it was crap. Go get an old man mointain i
you have some cash. THey rock!

Hes done 8000km or so in it now loaded up including across the Savann
Way up in the Gulf. Bike has performed real well. Only a few rea
spokes popped in the first 1000km. A new wheelbuild fixed that.

Check his site. THink hes between Kunnanurra and Broome this week
