One said: 'The man pulled up in his car in front of us and got out the driver's door and got out onto the street speaking to us.

So who in your mind committed the offence?

Is there any evidence in the story that the cycling rapist had a driving
licence? [I suppose I'd better ask you to read an "alleged" somewhere in
there.]

It is alleged that he hijacked the car, meaning that your epithet of
"sponging freeloader" would sort of apply (though whether armed robbery
counts as sponging is doubtful, since "sponging" implies cajoling and
persuasion and so would not necessarily be a crime).

But no licence and no insurance = cyclist. It'd be all he was qualified
for, wouldn't it?

Allegedly, of course.
