SC has one of the highest rates of unlicensed drivers in the US, and the
second worst accident rate (only WY is worse). So yes, it's safe to
assume that driver education is severely lacking.

It seems to me there are more drunks on the road in SC than anywhere I've
ever been. Another thing I find disturbing is golf carts being driven on
public roads by pre-teen children. This is illegal as well as dangerous,
but obviously these kids' parents don't care.
