Adding a folded handkerchief and a flower in the lapel to the
shortened neckwear is a bit much:

Yes, that dwarf necktie is a form of cravat (some cravats were more
like fat bow-ties).

There wasn't really much in the way of cycling-specific men's wear.
When advertised as such, the stuff was likely to be perfectly ordinary
clothing inflated by the marketing department. Here, for example, is
amuch later 1897 "bicycle" shoe:

In any case, many riders fearlessly wore full-length neck-ties:
