Surely "disabled" cyclists, like anyone else claiming and receiving
money out of other peoples' pockets in the form of benefits, should only
fear being seen riding a bicycle *if* they have represented to the DWP
that they are not capable of pedalling the bike?

They - like anyone esle making such claim - ought to make it explicitly
clear, as part of the declarations surrounding that claim, that cycling
is something they can do despite the disability and that they do in fact
ride a bicycle.

They should not (a) claim that they cannot ride a bike if they can or
(b) leave the subject unaddressed if they have reservations about being
seen on the bike.

The truth will set them free.

Lying on a benefit claim is always a problem, as it bloomin' well ought
to be.
