Not necceryally. You can have a threashold over which you should be

Did I say it makes it right?? All I'm saying is that, given the choice
to make it to the top level by cheating or not make it to the top level
by staying clean, I think a lot of these high level riders would cheat
if they felt they had to in order to 'make it'.
