Default Why Cop not citing bikers who does not obey the code?

According to the CA traffic code, bicycle follows the automobile
traffic code.
On CA traffic code section 2700 says biker must wear helmet,
headlight,
license plate and no music allow. Any violation is a subject to a
traffic fine or arrest. Why the US cops does not cite the biker who
does not have headlight or license plate or not wearing helmet?
America is the law of the land. About 99% of all American biker in
street or mountain path do not have license plate or headlight or
helmet. US cops can arrest them and throw into jail as many as
possible since there are plenty of jail cell (which is good business
for prison industry). Go down the bike path in American beach, 99% of
all biker do not obey the bicycle code. American cops can arrest all
these people or fine them (good business for the city employers). Cite
all these bikers. There is nothing wrong with it. I saw the American
cops arresting the guy on bike or the homeless guy walking down the
street. US cops can do whatever they want it because this is the law
of the land!

this and other groups. He's not even a particularly interesting or

I can't seem to find a section "2700" of the vehicle code.
Here are the two sections where a 2700 would have been:
CHAPTER 3. THE RECIPROCITY COMMISSION
Article 1. Administration .....................................
2600-2603
Article 2. Powers and Duties ..................................
2650-2651
CHAPTER 4. ADMINISTRATION AND ENFORCEMENT
Article 1. Lawful Orders and Inspections ......................
2800-2818


In the US, you do not have to hanve any kind of bike registration, unless
the locality specifies, which many do not, since it would cost more than
it's worth.

Now helmets are not required for those over 18 years of age, it is merely
optional, and reccomended. Anyone under 18 IS required to wear a helmet.

Headlights are mandatory, but only at nighttime, and the standard is if it
is visible by motorists for at least 300 feet to the front and sides (90
degrees), which even a light so dim you cant see it form behind can do.
This is the one that annoys me....folks that have very nice bikes, who ride
them at night without a light...given some in this country can barely afford
to eat and ride a barely useable bike to get to work...so they cant afford
lights....but those who have expensive roadbikes have no excuse on not
having lights.

US cops just don't give cyclists that hard a time because they have more
important things to do...like deal with a drug dealer, or maybe an assault,
or something else. Homeless are generally not too bad, but some do steal,
and some even are violent...and the police have to deal with that as well.
Violence in this country is extremely high, so they have more to deal with
than some idiot who's not using a headlight at night.

Now cars without headlights are apples to oranges...cars move faster, and
take more distance per unit of speed to stop.

Plus mountain paths are not us sancitoned roadways, therefore vehicle code
does not apply. Think of a mountain trail as you woulde a racetrack. You
dont need a license plate to race a car.

And 99% is a bit off, it's less than that.

Really, learn about how the law works here...even for the light, he would
get a "fix-it ticket" or an "infraction", neither of which leads to jail
time, unless he ignores the ticket altogether. Fix-it tickets are no fine
tickets, and are the first ones issued. So really they would lose money by
doing this.

Save your breath..."Red Cloud" is a well-known troll. His posts are always
like this...long, poorly written, and filled with factual inaccuracies. I
think he gets off on how much time other folks waste in researching their

This is all local as well.

As to why people ride at night without a light, some choose to and
some simply had a flat and it took longer than expected to fix. Or
maybe the first flat went well, but they didn't figure on three or
four. Most people that are riding expensive bikes after dark that I've
met are there because of similar miscalculations or unexpected
occurences. And, no, there is no need to require headlights for every
training or recreational ride, just because sometimes a person ends up
working their way home after dark.

For those who have not figured out that this is a troll, there is no section
2700 in the California vehicle code,

I cna see that, just usually when I see the nice bikes out, it's a whole
pack of them. Plus that's why you should carry an extra light and spare
batteries for it as well.

I have my niterider, but I also have a cateye LED light with a full set of
spare batteries I kepe on me at all times. It's only an extra few ounces of
weight, plus you cah use the backup light to help work on your flat
