Obviously the fault of the driver.
He should have known the "road vehicle" using the footpath was going to ride
onto the road without looking for oncoming traffic.

Motorist checks that nothing on road and pulls out.
Cyclist illegally cycling on footway (at the end of the clip you see the
footway, does not seem to be a cycle path), rides into road in front of
a moving vehicle.
No helmet on child, not that she cared, she never checked the child.
Also when she entered the carriageway she was in fact on the wrong side
of the road.

The motor vehicle was stationary when the cyclist rode in front of it.

75% idiot riding a bike on the pavement and on the wrong side of the
road (and trying to make out it's the driver's fault), 25% driver only
looking in two directions rather than all around before pulling away
(he was getting impatient). Maybe 80:20. Dunno.
