I thought the Police were there to serve and protect the public.
Clearly the Police think their job is to serve the Authorities. How DARE a member of the public think he can get away without paying a shilling into the coffers of the crown. Of course if he had returned home to find his house had been burgled these same Police would give him a crime report number and tell him to claim off his fridge-freezer insurance.

Erm they weren't police they were park rangers and it wasn't a toll he
refused to pay, it was an admission fee (access fee) .
But breaking someones arm hardly seems to be use of 'reasonable force'.

He resisted arrest, what should they do? Of course, he was saving the
planet, they should have paid him.

Toll or fee, the word makes no difference to what happened.

He didn't pay nor show proof of entitlement to be there, then got
stroppy leading to his arrest and injured himself while resisting
arrest, perhaps he will learn a lesson from this and keep to the law in
future and answer questions politely.

Of course, he won't, he is an entitled cyclist.
