Default New driving laws 2020

QUOTE:
Overtaking cyclists

People may soon be encouraged to use the "Dutch reach" when opening their car doors.

Drivers will also be instructed to give way to cyclists and pedestrians when turning left.

The reason this is happening is to provide some clarity to the current Highway Code.

The new guidelines would bring the UK in line with the US, where pedestrians always have priority.

Some road safety campaigners have said the code does not do enough to explain how drivers should treat cyclists on the road.

You wouldn't think that would matter in a town where the streets were laid out wide enough to accommodate a cattle drive but, sure enough, last week I was screaming my lungs out when someone in a parked car opened the door into the bike lane.

Drivers will also be instructed to give way to cyclists and pedestrians when turning left.

The reason this is happening is to provide some clarity to the current Highway Code.

Another example of journalists talking ********.

How can it be that 'pedestrians always have priority' in a country
that has jaywalking?

Wikipedia says "State road rules in the United States usually require
a driver to yield the right of way [when the pedestrian is on a
defined crossing]". 'Usually' implies not always. So even if the
pedestrian is on the closest thing to a zebra, they may not have
priority.

Also "state codes often do not prohibit a pedestrian from crossing a
roadway between intersections ... but they stipulate that a pedestrian
not at a crosswalk must yield the right of way to approaching driver."

I'd rather we have the current UK Highway Code than adopt the US
attitude to pedestrians, which in many places is that they are
partly tolerated in some parts of the street, sometimes. My brother
used to live in a town where the next town over had banned cycling on
public land (i.e. all streets), and were suspicious of anyone walking.

Meanwhile, what is unclear about "watch out for pedestrians crossing a
road into which you are turning. If they have started to cross they
have priority, so give way"?

This is a UK newsgroup. Jaywalking laws are a sign of a 4th world Police State.

Agreed - here in deepest Lincolnshire, we walk more on the roads than on the pavements.

Same Wikipedia page
(https://en.wikipedia.org/wiki/Jaywalking#United_States) notes that
"State codes often permit pedestrians to use roads that are ...
without sidewalks".

'Often'? So if a road doesn't have 'sidewalks' you're not generally
allowed to walk down it? And some clot from Hull Daily Mail thinks we
should "bring the UK in line with the US, where pedestrians always
have priority."?

UK pedestrians are not allowed to use motorways. Some years ago
our local tip had a sign saying that pedestrians were not allowed in. It
might still be in force but I haven't checked.

It would be nice if UK road builders provided crossing points at
junctions as they do in the USA and increasingly being applied in
continental Europe.
