It is just possible that the prevailing conditions and attitudes in
Amsterdam are somewhat different to the conditions in the UK, therefore
although the level of accidents in Amsterdam are low enough that helmets are
not felt to be necessary, that is not the case here. Perhaps Amsterdam
cyclists are more accomplished road users, perhaps their car drivers are
better. Either way, different countries need different things.

I looked into a (closed) Halford's in Holland last week and could not see
any helmets on display anywhere.
Obviously you have to whisper your request to the shop assistant like with
condoms or pile cream. :-)
