Trouble is, the drunk driver often has access to more than one car.

Maybe we need something that locks the drunk driver into the car?

1- Immediately confiscate any vehicle that a suspended/revoked driver is
driving when arrested. I don't mean just tow it, I mean confiscate it under an
asset forfeiture law written just like the asset forfeiture laws applied to
narcotics violators in most States that basically boil down to, "We take it.
You want it back. You hire an attorney to try to get your car back 6 months to
a year later when the civil case finally comes up on the court calendar."

Now, I have no sympathy whatsoever for drivers who have had their
licenses revoked for noxious driving, but most of the revocations of
which I am aware stem from either failure to pay ordinary traffic
tickets, or failure to show proof of insurance. IOW, licenses are
preponderantly revoked for the crime of poverty, not the crime of
irresponsible driving. To seize poor folks' cars because they can't
afford to buy insurance or pay fines resulting from traffic cops'
random tax-collecting is a double injustice.

The trouble with all asset forfeiture laws is that law enforcement
organizations will invariably abuse them as long as the organizations
(or the authorities that can influence them) get to keep the proceeds.

Just like worthwhile speeding laws begat pervasive and abusive
revenue-generating speed traps, drug-prohibition-related forfeiture
laws have been terribly abused to rob ordinary citizens of their
property.

I am in favor of confiscation of cars for repeated dangerous driving
offenses, but only if the entire proceeds of such confiscations are
removed from law enforcement organizations and allocated to
organizations that can't exert pressure on LEOs to increase the rate
of those seizures.
