Why can your feet hit the front tire on some road bikes?

I took a quick look-- again, "we're" not using 20mm tires-- for 559 tires. Didn't see "racer" tires in that size, tires like the 23mm Conti and Michelin items mounted on the 650c wheels "we" have. I'd think the tires we do have would work even on the dirt/gravel roads we once attacked with a false sense of immortality on any Sunday, given rider weight.
