Default Commandeering a Vehicle

On Traffic Cops last evening a Police officer commandeered a pedal cycle.
Apparently this is legal in the UK.
Pounder will be impotent for months because the officer chose a bicycle over a car as the most appropriate form of transport.
Does this have anything to do with Angary?
