It would have been much better for the cyclist if the car driver had put its
hazard warning flashers on - then he would have realised that it was perhaps
stopping.

I would never have thought that Russia might be an exception to the fact
that there are unobservant careless people everywhere.

Yes, the driver should have been obeying the rules of the road and
wasn't.
