We (unicyclists) need to be careful about observing the spirit/intent
of the laws or we will get classified as bicycles and I don't think we
want that.

the same throughout the United States

The question is not if you HAVE to wear a helmet but, SHOULD you wear a
helmet.

Here is a simple solution. Get a ticket, fight it, and let us know how
it works out. Anything else is purely an academic exercise.

new helmet will cost less than the lawyer fees to fight the ticket,
whether you're in the right or not. Or move somewhere which respects
you enough as citizens to let you make your own choices on such things.

Doesnt it mean US "one or more wheel" or do we have to have one of the
following belt, chain, or gear??

FWIW, in PA, pedalcycle is defined as a vehicle operated solely by human
pedalling (no mention of gears or chains or anything specific).
Helmets mandatory for 12 and under.

See chapter 31 he
