Default Question on installing Ultegra 6603 crank

Picked up a new 6603 crankset at a swap meet a while back, and am just
getting around to installing it, unless it is incomplete. It came
without packaging and installation instructions. Shimano technical
services instructions have a 6-step procedure to install. Step 6
says, in part: "Push in the stopper plate and check that the plate
pin is securely in place, and then tighten the bolt ...."
I don't have a stopper plate. Anybody know the function of this stopper
plate? Is it just to prevent overtightening of the bolts? If so, a
couple of washers probably would suffice?

It's a little plastic doohicky to prevent overtightening of the
bolts...the last 6603 crank I installed last Wednesday(new in the box)
didn't have it in there at all...just use a good torque wrench and
adhere to the 10-15 n-m or whatever it says on the left crank arm.
