Default Performance Bike paid memberships: don't do it

What I don't get is why Performance has such a policy. The longer you wait
to use up your credit, the longer they have the use of your money (or
equivalent in merchandise.) They should be happy if you wait to redeem the
credit. To be really fair, they should pay you interest.

It may be the same as "rebate psychology." A large percentage of rebates
are never collected--the buyer forgets, or doesn't bother, or makes a
mistake, or gets tired of asking.

I'll be you're at least mostly correct.

The rest of that story is probably that outstanding points -- like
gift certificates, frequent flier miles, etc -- are a liability/
obligation that remains on their books, lowering the value of their
company.

To your point, I was chatting, once, with an IT guy who managed the
rebate software for a large "clearance house" in Vegas. He said that
they could process rebates in less than two business days.

Why, then, did they promise turnaround times of 8-12wks??

Same reason you pointed out....
