Then you should inform our government that they are misnaming this charge:


Err... people, ie, users or keepers pay the duty on the vehicle. My car
doesn't pay it. Though it is a few years old and I know things have
moved on a bit...

Contrary to your apparent belief, it would be true (in those unlikely
circumstances) that the car had run over her. It would not be true that
I had run over her. I would have driven over her.
