It's a rally forest stage - they usually rely on spectators having the
sense not to stand in high-risk areas like the outside of bends and the
landing zone of humps, but those are often the places that have the
best view. The video shows large crowds near the track - if I was
watching I'd want to be somewhere my escape route wasn't blocked by a
load of other people. It looks like just a few steps back to the tree
line could have saved those who were hit.
