Those figures - which are oddly and ambiguously expressed - could be "improved" by measures to increase the incidence of death from other causes. Then road accidents would decline as a proportion. Would that be "good"? You'd have a job convincing me of that. More sensibly, I'd like to see deaths from other causes fall further, even if it means that deaths from road accidents then become the Top of the Pops "among young people ages 15-29" and "young people ages 5-14". I feel relatively sure that the writer you quoted - and yourself - meant something subtly different. |
