Actually the problem of high levels of accidents where serious injuries
and fatalities occur was partially caused by the government providing
motorbikes to untrained operators. Now the government is bearing the
costs of having to provide medical care to the victims.

Conventional bike helmets are made of plastic, which
should keep the oil companies happy. Especially Shell:

If Nigerian riders havta wear bike helmets, here's a
chance for Shell Nigeria to do something for the
community whose natural resource they exploit.
I'm sure Shell could afford a free helmet give-away.
Maybe it would give their PR a boost.

Nigeria is highly infested by Shell Oil, who doesn't do
anything in return for the communities they exploit.
Or maybe they do, but the Nigerian gov't gets the
kick-backs, and they don't trickle down to the citizenry
and local economies.

As for Mandatory Helmet Laws, those seem to prevail in
jurisdictions with Socialized Medical Care. There's an
incentive to keep hurt people from becoming burdens on
Society's (Government's) treasure-chests. How dare an'
uninsured cyclist get run-over by urban car traffic?

That's why low-lifes like me get garnishee'd by gov't
Socialized Medical Insurance for periods during which
we did not recieve an income, but got ran-over by cars.

The governments have us by the short hairs.
It should be the other way around, but maybe in
a nicer sense.
