The problem was that most countries, including the US did not
recognize Jerusalem as the capitol of Israel because ownership and
border lines were still be being debated. That included the US up to
fairly recently (I couldn't find the date). It really doesn't matter
much because there's no requirement that other countries recognize a
capitol city, but to keep the Arabs from complaining, the US
established the embassy in Tel Aviv.

Meanwhile, the US and the world in general were getting tired of the
almost continuous concessions to the Palestinians. To keep things
simple, the concessions were not producing results and resulted only
in more concessions. Someone had to put an end to this which
apparently was a Trump decision. While moving the embassy to
Jerusalem is mostly symbolic, it might be considered a sign that the
continuous concessions are now over and that the Palestinians might do
better by simply honoring their own agreements.
