It appears that the child wasn't hurt but the article has quite a bit to say about that rider "knocking a child to the earth".

Ouch. Concentrating on the slippery and icy track looking down he noticed the family too late. He can't brake of course without going down and shouts 'Pas op, pas op' (english: watch it, watch it). Pretty useless of course for that little child. I don't know if the knee was necessary, maybe a hip problem. Not good. I would allowed me to crash into the bushes to avoid the little child.

I agree about the bushes, except I would be exercising more care to begin with. Pedestrians don't mix well with bicyclists
moving quickly. The cyclist should have known that.

I wouldn't have approached a family with young children at the speed. On the local bike path here this sort of thing (sans snow and ice) is common, I watch young men passing as fast as they can ride. I, on the other hand slow down to a speed where I can pass safely. I can't remember if I ever acted with such disregard around children but I certainly hope not.

I've heard those young men called "pathletes." It's not a complimentary term.

If you want to ride fast, grow the ... courage to do so on the road.
