Cycling plan to blame drivers for all crashes

Every time I think they've done the most idiotic thing they could
possibly do, they top themselves.

Well what's all the commotion about? I mean if car-cyclist accidents
are a problem all they need to do is pass al law making those kinds of
crashes a crime! It's worked for gun crime and it can work here. It's
only common sense.
