ISTM it would require only minimal mechanical aptitude. I'd probably
grab my small locking pliers.

I'm sure it wouldn't require a "fully equipped machine shop!" ;-)

Very hard to move a "fully equipped machine shop" into the bike frame
in order to access the rivnuts. Hand tools will likely be far more
effective.

But more seriously, I think that most rivnuts fail either by being
stripped, in which case they can easily be drilled out or by spinning
in which case, as the threads aren't damaged, they can probably be
re-compressed to be tight in the tube.

I might comment that there are several types of "non-spinning"
rivnuts, which effectively make spinning in the hole rather rare,
which the bicycle manufacturers seem not to have discovered :-)
