Purely speculation as this point. The article only contains one side of
the story and as it is a third-party report of a local newspaper article
it is unlikely to be 100% accurate.

However if the cyclist was at fault I would condemn such action.

Bear in mind that the media big up such stories to increase their
circulation figures. The account of one such incident doesn't mean it's
common or that any generalisations should be drawn from it, any more
than if the perpetrator was from a particular ethnic group or sexual
orientation.

That the police need an annual blitz against anti-social cycling speaks
volumes.
