Perhaps they're just afraid of the traffic, or it could be that they
couldn't care less about pedestrians,

Both.

sometimes either or both the above, sometimes:

- they do care about pedestrians feelings - in the sense that they
want to annoy them.
- they want to show what bold rebels they are, not these sheep who
obey rules.
- they are wanabe motorists - they want to be seen to be treating
bikes as toys to play with until they get cars, to make sure no-one
mistakes them for real cyclists.

Lost me there! A search shows he is a footballer, but no obvious link
to cycling.

You're right, of course.

Anti-social *******s exist everywhere, perhaps there should be laws
against it.

Well, there aren't.

But there is a law against cycling on the footway.

Quote

I chanced upon a letter to the editor of the West Cumberland Times in
July 1890, from a Maryport reader

He quoted an instance of a lady being knocked to the floor by a cyclist.
I wonder if his bike had brakes. It’s quite possible that it didn’t.
Now, would you take a bike without brakes out on the road?

Lots of cyclists did back in late Victorian times. We know this because
back in 1898 a census was taken near Manchester of cyclists. During an
hour, some 1,111 bikes – all ridden by men – passed by. And 884 of these
were brakeless! No wonder the number of cycle accidents was rising
rapidly at the time.

Five colliers were up before Cleator Moor magistrates in 1898 for
“furiously riding bicycles on the highway.” Police estimated that they
were doing 18mph on bikes without brakes. One defendant claimed that as
he could pull up in 12 yards. Without brakes, he couldn’t be riding very
furiously.
End Quote

The point is?
